No. Fuses are not bad. The panel that fuses are screwed into is a different story. Typically, a fuse panel is 40 years old or older and the mere age of the equipment should be enough to cause worry and alarm. Due to loose connections and overheating and homeowners installing incorrect size fuses, these panels become fire hazards and must be changed.

Typically, when a puddle of water is formed only beneath the electrical panel, this is a sympton of a failing electrical service. Somewhere on the outside of the house, the service is allowing water in to follow down the main cable and leak into the electrical panel. Water then causes circuit breakers to rust and eventually fail. This is an extreme but unfortunately common fire hazard.
